Council and I have the honour

to submit the following

observations thereon.

20.

As regards the order

which I issued on 16th October last, I received on

20th October a report from the Captain Superintendent of Police to the

following effect:

"Sent to Government Civil Hospital Interpreter Samuel Babos

and his servant Lum Mat suffering

from the effects of some stupefying

drug supposed to have been put in by some person.

These men were not seen by any doctor but only by

a ward master until 11 a.m. this day, they having been sent to Hospital at 10:30 p.m. last night.

It was, I submit, my duty to call for explanations

and I extract the following paragraph from Dr. Wharry's reply.

The whole of the papers are annexed for reference.

Dr. Wharry writes: "The wardmaster on duty admitted them, and
